The appointment of Mr. Wither to the Office of Her Majesty's Consul in Siam has created a vacancy in the Legislative Council of this Colony, which I have filled up, pending application to Her Majesty, by nominating Mr. William Thomas Mercer, the Colonial Secretary, to fill up the said vacancy.
